This Court granted allocatur in this matter to determine whether certain 1995 amendments to the Juvenile Act, 42 Pa.C.S. § 6301 et seq., violate the Fourteenth Amendment of the United States Constitution and Article I, Section 9, of the Pennsylvania Constitution.
